A SUSTAINABLE COMMUNITY STRATEGY
FOR WARRINGTON 2009 TO 2030How the strategy has been developed
Warrington Partnership has developed this strategy by bringing together and considering a strong evidence base of local views and statistical data gathered mostly during the past 12 months.
This includes:
- the State of Warrington report – a position statement for the borough prepared by Local Futures who also undertake the annual State of the Nation reviews for central government
- the Borough Portrait – a report comparing aspects of quality of life across the borough. We consulted with the public on this document in October 2007
- Joint Strategic Needs Assessment of Health and Social Care 2008
- Community Safety Strategic Needs Assessment 2008
- Warrington Borough Council’s budget priority consultations undertaken across the borough in December 2007
- Citizens’ Panel Surveys over the last two years
- Best Value Household Survey for Warrington published by MORI in 2007
- neighbourhood consultations in October and November 2008
- partner and Councillor workshops
Successful visions and strategies are those that anticipate the future. For this reason the partnership also undertook a programme of research on the future drivers of change that will have the greatest implications for regions and localities. These included:
- globalisation of the world economy
- changing characteristics of the UK and global economies
- changing industrial structure with a decline in manufacturing
- impact of new technologies
- world population growth and changes in demographics and household composition
- changes in the labour market including an ageing workforce and rise in flexible working
- growing wage inequality
- climate change
- growth in leisure and tourism
- expansion of the European Union.
Together, members of the partnership have analysed national, regional and local trends and developed the strategy in consultation with a wide range of partners through a series of workshops and consultation events. A public consultation on a draft strategy was undertaken during summer/ autumn 2008 and changes were made to reflect many of the comments received.
