Warrington's Local Area Agreement 2008 - 2011             

Warrington's Local Area Agreement (LAA) is a three year agreement between Warrington Partnership (led by Warrington Borough Council) and Government.  The delivery plan for the Sustainable Community Strategy, it sets out challenging targets for the local area and how these will be delivered in partnership.  Its aim is to improve the quality of life for local people.

The LAA has been developed to help achieve our vision:

"By 2030, Warrington will be recognised as one of the best places to live and work in the UK, where everyone enjoys an outstanding quality of life."

It encorporates targets that reflect out Sustainable Community Strategy ambitions and targets, but which have a shorter term focus.  Therefore targets that are in the Sustainable Community Strategy, but have a longer term focus will not necessarily be covered in the LAA.

To help us achieve our targets the LAA is divided into four work areas, each tackled by a Thematic Group of the Warrington Partnership.  The targets are regularly monitored to make sure they are doing well and that the actions are working.  The targets are:

Children and Young People

  • Adopt healthier modes of travel to schools
  • Improve outcomes for disabled chilren and their families
  • Reduce teenage conceptions
  • Young people make a positive contribution to their communities and are engaged in positive activity
  • Young people are supported to make improved lifestyle choices
  • Achieve economic wellbeing
  • Increased employment, education and training opportunities

Transport, Enterprise and Economic Development

  • Reduce congestion
  • Improve accessibility to employment
  • Decrease worklessness through a range of initiatives targeted at residents of deprived areas and disadvantaged groups
  • Increase entrepreneurial activity in deprived areas
  • Provide people with the skills needed to increase employability
  • Increase investment in new and existing businesses

Healthier Communities and Older People

  • Improve health and reduce health inequalities:Reduce harm from alcohol abuse
    • Reduce road casualties
    • Increase sexual health
    • Increase library usage in deprived areas
    • Improve the health of prisoners
  • Reduce premature mortality rates and reduce inequalities in premature mortality rates in particular risk factors for heart disease and stroke:
    • Reduce smoking
    • Reduce obesity
    • Increase participation in physical activity
  • Improve the quality of life for older and disabled people

Safer and Stronger Communities

  • Reduce crime
  • Improve public reassurance and reduce the fear of crime
  • Reduce harm caused by illegal drugs
  • Build respect within communities and reduce anti-social behaviour
  • Empower local people to make choices, influence local decision making and play a greater role in public service delivery
  • Reduce waste sent to landfill and increase recycling
  • Improve the quality of life for people in the most disadvantaged neighbourhoods
  • Increase domestic fire safety and reduce arson
  • Prevent homelessness
  • Improve the vitality and vibrancy of the town centre
